I think Narita is using humor to open up a discussion about serious policy changes, and I won't venture to guess how notions of suicide play out in Japanese culture. But here in American, you're expect to be vigilant about saying or doing anything that risks generating suicidal ideation in anyone. It's emphatically not a topic for humor.
