He's filed a complaint in the Circuit Court of Montgomery, Alabama and is trying to stop the certification of the election results (which is supposed to happen today). Moore wants a new special election, CNN reports.Alleging voter fraud, Moore says that out-of-state residents voted and that there was an "anomalous" turnout in Jefferson County (which is 43% black and had a 47% turnout).
